Pin down dependencies #128

It seems that jupyter-kernel-test broke with jupyter_client 8.0.

I would be in favor or always adding an upper bound on the next major version of dependencies.

Do you have a link to a failing build? I see https://github.com/Calysto/metakernel/actions/runs/4049812178 passing just fine last night with client 8.
