This PR:

fixes jquery in documentation, according to https://github.com/readthedocs/sphinx_rtd_theme/issues/1452#issuecomment-1490504991.
fixes an intersphinx_mapping warning: https://www.sphinx-doc.org/en/master/usage/extensions/intersphinx.html#confval-intersphinx_mapping.
removes the pin on sphinx (https://github.com/jupyter/nbgrader/pull/1791) dependency as sphinx_rtd_theme should now be compatible (https://github.com/readthedocs/sphinx_rtd_theme/pull/1464)
updates some built documentation
