how do I set the timezone for formgrader? #1932

I keep having instructors set deadlines to midnight UTC rather that local time. There are lots of time zone settings in the config file, but they all seem to affect timestamps. I'm find with UTC for time stamps. I need a local zone for any user-visible UI's, particularly form grader where deadlines are set.
