It is an issue similar to what was previously reported, https://github.com/jupyter/notebook/issues/7054 as well as in the traitlets repo. There seem to be two possible solutions, either downgrading to a version of traitlets <= 5.9 or upgrading to Notebook >= 6.4.13. (Notebook 6.5 series would be >= 6.5.6). I will close this issue but if you would like to reopen this issue with any further questions or follow-ups please feel free to do so!

Description
I use my personal linux machine to run notebooks. Today, I tried to run regular "jupyter notebook" command, but got error log below. I already purged the jupyter content from my machine and also tried installing inside a virtual environment, running command without success. There is something other I am not trying.
