I've taken comment into consideration and included the default numfocus charter template with minor modification to work in markdown.

As a start, @rpwagner and @rcthomas can I put your names in addition to mines as initial members of this committee ? Even if this change latter ?

@willingc How does this proposal looks to you from the nteract POV, and are you interested in being part of the initial committee ?

@Carreau, absolutely, I'm willing to help start this and establish the processes. You can suggest me as an initial member.
