Use version 2 config for RTD pages #12

The readthedocs pages are still not building.

Apparently, it's been awhile since I started a new RTD page. They've made a lot of changes and enforce the latest config to be version 2. I've updated it here to follow their standard default config.

Hopefully the pages build after this PR.
