Generate response to ONC Draft Strategic Plan #9

This issue captures a suggestion made by @jpp9 in Slack. The action proposed here is likely outside the remit of the jupyter-health-software sub-team so @maryamv may wish to route this issue for tracking elsewhere.

The ONC has released a draft 2024-2030 Federal Health IT Strategic Plan. JupyterHealth should consider generating a reponse. The deadline for the response is 2024-05-28.
