[Documentation] Replace references to `jupyterhub.auth` key with new auth config location #1646

The authentication config is now setup from jupyterhub.hub.config and jupyterhub.auth is not recognized as valid anymore.

This PR updates the docs describing how to enable authentication for a BinderHub to match the latest changes in z2jh.
