Support a header.html and a footer.html #862

In many cases, deployers of a BinderHub might want to share some extra HTML as a part of their landing page. For example, a header or a footer with logos for orgs that provided support for the project.

This could be done at the binderhub level by allowing for a header/footer template, similar to what we do with the about.html page.

Pangeo have used a footer in their html template here.

I think having a bar at the top of each page similar in dimensions to what binder.pangeo.org has (but with a less in-your-face colour scheme :) ) would be great. Then people can put a few words and a logo there.

And then having the footer like place for longer words of thanks like @sgibson91 pointed to
