Add changelog for 4.5.5 #472

This release has misc dependency bumps and builds the image with alpine 3.17 instead of 3.16, but no bugfixes or logic changes to the code.

I manually organized GitHub Action version bumps and test based deps to CI along with test dependencies, and removed pre-commit PRs like has been done before based on looking in the changelog.

Doesnt feel great, if you wish to have it in a certain way i can adjust.

If they aren't user-facing changes, I'd leave them out of the changelog, so probably remove the CI section. Feel free to merge, if you'd like to keep them, though.
