When the instructions say the admin user installing github-app-user-auth by creating an GitHub app, a link can be provided pre-populated with settings. I've seen this done in instructions for another project that requires the creation of a GitHub app: https://github.com/actions-runner-controller/actions-runner-controller#deploying-using-github-app-authentication
