Add a planning and architecture doc #13

@minrk I would like to try something new and create documentation in parallel with the project development from project concept to deployment. I see benefits from a bus factor standpoint as well as I think it will be more efficient to do it as we go.

This document is essentially a compilation of the issues that you opened this morning. As decisions and/or additional requirements arise from the issue conversation, I will take ownership of updating this on a weekly basis. I can certainly drop links to issues and comments as this evolves.

Sounds great! I think the Issues are a good place to break down the pieces for discussion, but this seems like a useful reference for seeing the current state of things.

Yep, I completely agree. Issues for discussion and this doc for putting things as the dust settles in the discussion. Thanks for the merge.
