Installation of Python 2.7 was removed in https://github.com/jupyterhub/jupyterhub-deploy-teaching/pull/28, so we should use Python 3

Tested on clean Ubuntu 16.04 with version 0d262f634c7d88f52a63d85aae3a64e237276e08 and it worked fine.
