We would like to join the federation #1772

Hi, We are at KAUST a private research university that would like to join Binder Federation. currently, we can offer two servers each one with two sockets and 512GB of memory, and since we are overwhelmed by day-to-day tasks we prefer if you take full control of it. let me know how we can move forward.

@davidrpugh I have made some changes on the ingress level to avoid the vulnerability that was pointed by infosec and requested to be re-scan again, I don't know if that going to fix it or not. but in the meantime, we can move forward and use the docker registry. and if infosec after scanning found no issue, I think it easy to replace docker-registry with our registry.

I think that moving ahead with DockerHub will, at a minimum, allow us to make progress and get our hardware up and running. I agree that it should doable to switch out the container registries if we wish.
