📚 DOCS: add howto guide for external binder setup files #207

In follow up to our conversation on Discourse, I've put together a brief how-to guide that will direct users to nbgitpuller's link generator if they are trying to set up a BinderHub for content with the Binder setup files housed in a different repo (or branch) from the main content.
