Re-structuring docs to have consistent sections #229

This restructures our documentation to roughly follow the divio documentation framework. It breaks down our docs into a few pieces:

The goal is to make the documentation easier / more consistent to navigate, and to make it more obvious how somebody could extend the documentation based on the kind of content they want to write.

I don't believe that it changes any of the URL structures, just the navigation in Sphinx (some pages are added / broken apart / etc however)
