Update configuration for PyData Sphinx Theme

This updates a few of our design and theme configuration for an upcoming release of the PyData Sphinx Theme

Updates to the latest pydata theme. closes #264
TODO: remove the noxfile install of @main when a release is out.
It adds a dark / light logo
It updates the structure of the logo to not be quite as wide. Also found a bug in header spacing, will be fixed by: https://github.com/pydata/pydata-sphinx-theme/pull/788
It also adds some documentation and a noxfile for building the docs. closes #266
