bootstrap script stuck during apt-get steps: needed to run `sudo dpkg --configure -a` first #383

I have now tried multiple times to run though the documention at https://tljh.jupyter.org/en/latest/install/amazon.html The system log shows the build stuck at the line 'Setting up hub environment'.

I logged into a fresh new instance, and ran through https://tljh.jupyter.org/en/latest/install/custom-server.html# The system still freezes there, but then prompts: E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem. After I run this command and then rerun curl, the hub installs normally.

Sure, though it doesn't seem all that informative... As, I just cancel the build because it hangs for hours otherwise, then it installs normally:

Also, 'sudo dpkg --configure -a' results in this popup:

Configuring libssl1.1:amd64 There are services installed on your system which need to be restarted when certain libraries, such as libpam, libc, and libssl, are upgraded. Since these restarts may cause interruptions of service for the system, you will normally be prompted on each upgrade for the list of services you wish to restart. You can choose this option to avoid being prompted; instead, all necessary restarts will be done for you automatically so you can avoid being asked questions on each library upgrade.

Seems like the libssl package might be causing some complication.

I was having the same issue with a Linode server running Ubutnu 18.04 LTS. Running sudo dpkg --configure -a also solved my problem. In case it is useful, here is the console output after running the command:

My assumption is that the apt-get steps taken by the boostrap.py script in this project gets stuck somehow for some reason, and require sudo dpkg --configure -a to be run.
