add integration test for hub version #886

make sure the hub has the version we expect

I think #885 is caused by jupyterhub 4, but I don't yet understand how/why we are getting that

Seems I was wrong about JupyterHub 4 being the culprit. I'm a bit confused because I thought I fixed the xsrf issue in https://github.com/yuvipanda/hubtraf/pull/35 (March 27). I don't know what changed since April 17, which was the successful build.
