Update actions versions #62

Should remove the warnings about Node.js < 20 no longer being supported soon.

I still see some warnings on https://github.com/krassowski/jupyterlab-rainbow-brackets/actions/runs/8490936986, I presume from jupyterlab/maintainer-tools/.github/actions/base-setup@v1 and jupyterlab/maintainer-tools/.github/actions/check-links@v1?

Yup, it looks like it: https://github.com/jupyterlab/maintainer-tools/blob/e9d32bd99c37de59b00ba50f4600b66c7b7df2a6/.github/actions/base-setup/action.yml#L65. I think we can merge this one.
