Jupyterlab Rich Text Editing and Package installer

Hi all,

The Jupyter Cal Poly interns have been working hard to finish two new extensions for JupyterLab :tada: :

• Extension for rich text editing in the notebook (jupytercalpoly/jupyterlab-richtext-mode).
• Extension that adds a PyPI package installer UI based on %pip magic (jupytercalpoly/jupyterlab-pkginstaller).

The students will be presenting demos of their extensions this Thursday at BIDS. The extension are ready for first releases anytime. I'm hoping we can release those this week so users can because trying their extensions right away.

I'd like to propose that we publish the npm packages under the @jupyterlab org on npmjs.com. What do y'all think?

I support publishing under the @jupyterlab org and considering both for being brought into this GitHub org. We may also want to consider a separate set of "known good" orgs that are rendered with a Jupyter badge and considered safe by the extension manager.

I think we should also think about utilizing the 'state' badges (experimental, stable, archived) in the UI on the extension installer so there's some feedback within JupyterLab about this.
