Rename the repo to `frontends-team-compass`? #242

As originally suggested by @ellisonbg in https://github.com/jupyterlab/team-compass/issues/230#issuecomment-1928012984:

Should we combine the team compasses into a new one frontends-team-compass?

The new repo would then become: https://github.com/jupyterlab/frontends-team-compass

We might also want to consider renaming the project on ReadTheDocs, which is currently https://jupyterlab-team-compass.readthedocs.io.
