Update releaser workflows #159

Similar to the other updates on various Jupyter repos.

The Releaser GitHub app is installed on this repo:

[x] Update workflows to use the GitHub app
[x] Create a release environment on the repo
[x] Remove jupyterlite-bot account from the repo

This does not change the release process, it's still the same as before with the "Prep Release" and "Publish Release" workflows. But it helps simplify it a bit by not having to rely on the jupyterlite-bot account anymore (see https://github.com/jupyter-server/jupyter_releaser/pull/557 for more context)
