Nothing prevents jupyterlite-xeus from working with jupyterlite-core 0.1.x so let's be nicer on the requirement

Could / should this be released in a 0.1.8, or would it be better to bump to 0.2.0 maybe?

I'm making an 0.1.8 right now. This should not be a breaking release?

Indeed it should be fine, also since we now test on 0.2.0 and 0.3.0a0 at the moment.
