While swimming you cannot drink water. The only way to actually "drink water in water" I found is; while in water, you look at a block in your arm's reach and can right click, and it will only then allow you to drink. Doing this fully hydrated also infinitely plays drinking sounds until you stop right clicking. Easy? bug fix! :D
