Blue pixels appear around communications screen dialogue text for some aliens on 4x and 2x

What steps will reproduce the problem?
1. Go to the Earth Starbase or visit the Lurg
2. Engage in communications
3. Let the alien (or Hayes) speak

What is the expected output? What do you see instead?
Expected output: Pretty text!
Instead, I get: Ugly blue pixels around the pretty text!

See the attached screenshot. It's especially noticeable on the Lurg's dialogue 
font. I checked the actual Lurg font PNGs, but it doesn't appear to have any 
blue pixels.

So far, I've noticed it on dialogue from the Lurg and Hayes. The Chmmr font 
doesn't appear to be affected.
