Classic Mode - Cannot navigate to widgets for first menu item

Current Behavior

Using classic mode, with "move between widget groups" disabled.

It is no longer possible to navigate to the widgets associated with first item in the side menu. The first widget is greyed out.

If "move between widget groups" is enabled it is possible to navigate "down", "right", and "up" to access the widgets for the first side menu item.

This worked ok on the previous version

able to access widgets for all side menu items
