Upgrade to Nodejs 16 #171

GitHub actions shows a warning about outdated nodejs 12, eg. the same issue created here seanmiddleditch/gha-setup-ninja#16 and the PR looks like this seanmiddleditch/gha-setup-ninja#15.

My fault, everything is ok in the @3 version, no warning anymore.
