Widget Panel Area not covering whole Widget Area #61

Currently the widget area is set to 0.88 of the area between the header and 
footer and as a result there are gaps at the top and bottom of the panel.

Also the Weather widget has "extra" space above now that the location has been 
removed.

already is 1.0 maybe you were looking at a older build?

Just checked my clean client (installed v3.0 installed without monkeying around 
etc.) and the "Main Menu Widget Panel" is 1.0 but the "Wigets" panel inside of 
that is inside the "Main Menu Widget Panel" is set to 0.88.  J
