16-As a user , I should be able to toggle an interest group #44

Success
- the user will see the interests categorized and he user has the option to 
toggle a group

Failure
- if the user didn't choose any interests, some of the top stories will be 
shown to him and a message at the top of the page telling the user that these 
are the top stories but he can easily choose only interests that suit him with 
a few easy steps.
