Success Scenario:

When the user chooses to display the top rated stories he will press on the 
"top rated" button which will display the top ranked stories regardless of 
their arrival time.

Failure Scenario:

The user will not be able to press the "top stories" button again if it is 
already displayed

Lydia can you just provide me with the URL to the Top stories because the UI of 
the tabs choosing top stories ( Bassem's story ) isn't ready !!

I tried also to reach it from the routes file but couldn't find it !!
or it's not ready yet ? .. let us know when it's done .

My story was only to provide the backend/method that returns the stories in
the order of rank (highest to lowest)..
