Fixing some problems in fetch_rss_feed #131

I need you to edit fetch_rss_feed to be able to accept RSS Feeds that are in e 
the database but deal with then as they are new ones and fetch their stories 
again but with the new interest.

when I delete an RSS feed and try to add it again , a flash error appears 
saying that I've already added it before
