Requirements documentation

We need to document the requirements, if possible or deeded per Heron version, 
to run Heron successfully. 
This means where and what version of;
- ext
- geoext
- openlayers
- proj4js

While updating to the latest version we noticed the recently added panning 
buttons are not displayed correctly and suspect this to be an issue.

The latest version is the version in Subversion and not yet a released version. 
 Initially the panning buttons were not positioned correctly (cluttered in 
upperleft of MapPanel). This should have been fixed. Can you check again (empty 
cache) ?

I will open a separate issue to make all new buttons a configurable option of 
mappanel.

The "uncluttering" of the buttons is done by including 
.../openlayers/2.11/theme/default/style.css during startup. Also a topic to 
include in the documentation or wiki (I might spend some time to this...)

Yes, I initally forgot that OL CSS but Wolfram reminded me. I've also added 
that to the documentation/examples on the website and all examples, e.g. 
http://heron-mc.org/tutorials/quickstart.html

But still yes, we need a clear requirements page somewhere. I think in the 
documentation via the website http://heron-mc.org. I see the Wiki for 
project-development purposes.
