That command is meant to open a menu that is embedded in the status bar (bottom left). Do you have the icon on your status bar?
I had issues reliably loading the icon. If it's not there, then that would explain the null object error when trying to open it.

after install of VSWindowManager/Hot Windows "Show Windows Management Tools" brings up:
It doesn't matter whether the command is called by shortcut or by pulldown menu.
