Found a solution (temporary). It is necessary to create a wi-fi hotspot on android, connect from pc to this network and (for windows) select the type of private network. After that the android appears in UE and JSONLiveLink.
Can't connect via JSONLiveLink (no 'android' subject). The devices windows 11 and android 10 in the same wi-fi network, but do not see each other. When I tried to connect via JSONLiveLink in UE 4.27.2 I entered the IP address of the phone 192.168.31.227:54321 (as in the picture), on the computer 192.168.31.227:54321. I have tried other combinations (0.0.0.0:54321 pc->mobile etc), but it is not clear to me if I enter the port correctly.

UPD2: I compiled the application in android studio (congratulations, this is my first experience). I changed the background from black to gray (now you can see the numbers for ip and port). Unfortunately it still does not work. It feels like nothing happens when you click on the button in the app.
