Link to NWS Trademark license #38

The Google Play Store is starting to crack down on unattributed trademark usage. While the app is in compliance with the NWS's trademark usage guidelines, it needs to explicitly say that it is, and provide a link to those guidelines for confirmation. The guidelines in question are at https://www.weather.gov/disclaimer . NWS Weather Alerts Widget falls under "Use of the NWS name and/ or visual identifier to identify unaltered NWS content or links to NWS web sites are allowable uses. [...] Permission is not required to display unaltered NWS products which include the NWS name or NWS/NOAA visual identifier as part of the original product."

This text should appear somewhere on the About box, and thus should be fixed by #44
