XRefExternal metadata IBR attributes #11

The XRefExternal element marks a reference to an external source document. There have been many requests from users of the Open Data Sets and also from government departments tracking Incorporations By Reference, or just automating regulatory analysis, to provide more metadata for these external documents. These attributes have no impact on the pdf output, but may be used in html rendering.
