Update catalog and template files to support new and old dtds #18

Adjust the catalog file to provide pointers to the 2.5.0 Bills dtd and 1.3.0 Regulations dtds. Also add pointers to the 2.4.2 and 1.2.2 dtds for legacy purposed.
