Add new attributes to mark "Coming into force" provisions #21

Coming into force provisions are currently marked up as transitional or amending, to achieve the bold output. However, neither of these options is quite right semantically. We would like to capture this type of provision as a separate type. This can be used for better semantic searching, ie. searching within "coming into force" provisions, and might also help with AI analysis of the content.

These attributes are already added and used in the consolidation phase.
