Add attributes to Language element to support marking the 4 Indigenous langauges included in ISO 639-1 #23

Currently, the Indigenous languages spoken in Canada and included on the ISO 639-1 list are:

Cree – ᓀᐦᐃᔭᐍᐏᐣ (ISO code: cr) Ojibway – ᐊᓂᔑᓈᐯᒧᐎᓐ (ISO code: oj) Inupiaq – Iñupiaq (ISO code: ik) Inuktitut – ᐃᓄᒃᑎᑐᑦ (ISO code: iu)

We will add the ability to mark legislative text using the above languages by adding attributes to our Language element. There is no impact on PDF output.
