Implementers position #5

Based on https://github.com/mfreed7/declarative-shadow-dom, I'd like to make sure we register all the implementers position here before opening PRs for the specs text.

[x] Google
[ ] Microsoft
[ ] Mozilla Standards
[ ] WebKit

Ideally I'll register them here with links.

@justinfagnani how likely should I assume you represent a position from Google? Otherwise, can I get your help to make this work?

@leobalter I think Chrome is very positive on this, but to be more official I'll ask who gets to make the call. @mfreed7 is a good place to start though.

You can count Chromium as generally very supportive of this proposal.

I just requested a position from Mozilla here: https://github.com/mozilla/standards-positions/issues/424
