bug: Windows + Medium DPI causes recording frame to shift out of bounds.

This is really really odd and makes program unusable with higher DPI. There was a Windows 8.1 DPI fix in https://github.com/justinfrankel/licecap/commit/d7035ae9d4b27236fef2cf0ddd68b05c13080412 but but clearly didnt work for Windows 7

Its records part of own program frame \o/

Environment

OS Windows 7 SP1 up-to-date Licecap 1.26

To Duplicate

• Set Windows DPI to 125% logout/Login or Restart.
• Start Licecap, select an area record and stop
• Playback the gif

Notice the captured coordinates is well off where it should be.
