Create elements promoting Premium to free users #40

Use the bootstrap dismissible alert to promote Premium to non-premium users. This will provide a way for us to draw attention to the launch of Premium and gain more users. I think this would be beneficial to have on the front page, given it'll be the first thing they see when they log in. However, we could always work something in on /review and /create as well.
