[req] Ability to see if a user is viewing stream or only in chat #242

For bots implementing features such as tokens or XP systems it can be hard to determine if a user in chat is a legitimate viewer or just "farming" those tokens/XP. Seeing as a lot of those systems are used to determine if you can participate in e.g. giveaways or give them access to certain commands there are also people who just use IRC clients to stay in these chats and "farm" tokens/XP to gain these advantages.

If there was a way to get e.g. a list of viewers (thus have an active connection with the video stream) we could distinguish "cheaters" from lurkers.
