Node v13 support, update deps #124

Adds https://github.com/justmoon/node-bignum/pull/120 and a couple of other fixes to get v13 compat.

also removes prebuild, I just don't have the time (or mental bandwidth) to maintain it or even remember how it all works

switched from travis to github actions too

released as 0.13.1
