Adding a new community should have all options to add for admin

This is what it currently looks like: It is only showing the "Admin Only" options, instead of all of the options. In reality, it should have everything on this page and then the "Admin Only" options should not be editable by a user as such

Admins should be able to input all of the options for the community, like they can when they are editing a live community.
