Disappearing Dependency #20

What steps will reproduce the problem?
1. Create a mod with new weapon and enchantment forms in the Skyrim Creation Kit
2. Link the new enchantments to the new weapons
3. Create a new mod that uses the data from the previous one, make a new weapon 
and link an enchantment from the previous mod to it
4. Save and reload: the enchantments are gone. TESVSnip is needed. Close CK.
5. Open TESVSnip, open second mod. Add first mod as master, save.
6. Open the two mods in the Creation Kit (CK) again, with second mod as active.
7. Notice that the enchantments work again.
8. Change something minor, save, come back -> enchantments will be gone again.
9. Repeat 5 - 7 until you're done modding.
10. Repeat 5 - 7 before you go in-game to test the mods.

What is the expected output?
What I expected after adding my first mod as a master of my second mod, was 
that I only had to do that once, save and it would continously work.

What do you see instead?
Everytime I have used my first mod as a master, it isn't a master anymore right 
after. I have to add the master dependency to the second mod everytime I want 
to change something and even before I go in-game (I only had to do it once 
before I went in-game! I closed the game when it worked, came back and it still 
worked, luckily).

What version of the product are you using? On what operating system?
TESVSnip 4.4.2a (Skyrim Edition) on Windows 8.1 64 bit.

Please provide any additional information below.
I would like to know how I can fix this problem, if it is fixable at all. My 
mod now works for me, but that is because I know what I have to do. I want to 
release my mod, but it is very possible that the dependency will go away again 
when someone downloads my mod and so the enchantments will not work. This of 
course, is a problem.
