[FEATURE] 生成标题的开关只需要对OpenAI后端生效 #236

目前这个功能是对bing和OpenAI后端都有效果的。 但是实际上呢，如果真的是在用bing后端且需要生成标题了，直接用bing生成是不可能有问题的。

计划维持目前的设定，分的更细就太复杂了。
