We do agree with your point that normal usage of the app would result in tasks exceeding the window size of the application. However, it is unlikely that you would have that many tasks to begin with. Using a 1280x720 screen resolution, we can have a total of 13 tasks, which is more than enough based on the survey of a professional volunteer.
We decided to push it down to low due to the fact that it might not even appear in any situation .

Reason for disagreement: I disagree that the task limit will not be exceeded during normal usage of the application.
"Shelters need volunteers to clean cages, fill water or food bowls, provide company to the animals, walk the dogs, play with the cats, do training and socialization, and other administrative work."
Which over the course of two days, would exceed the 13 task limit and the window size of the application.
While one would have to add a lot of tasks to exceed the window size of the application, since completed tasks might be marked done and not cleared for record-keeping purposes, it is possible that normal usage of the app would result in the tasks exceeding the window size of the application, and further tasks not being able to be viewed, which might be quite a significant problem for users.
