Add WIKI documentation about management of Python module search path. #194

To combat people who don't understand the relationship between PYTHONPATH and 
sys.path and 
complain when mod_wsgi can't find stuff due to them having directories listed 
in PYTHONPATH of 
user account, and with that variable setting not being inherited by Apache user.

Closing out documentation issues. Will pick up another time on github side when 
get enough momentum to work on documentation again.
